It's a safety system that protects the battery from over-discharging, it allows a small amount of reserve power to allow 12v detection to activate charging systems when they come online. This product is one of only a few Lithium Technologies to be UL Tested and approved. Can be safely transported and includes an internal fire envelope wrapping as part of its safety certification. Available today in 12v 125Ah capacity with many other capacity and voltages available for larger or commercial battery banks.
